She has also attained several professional certifications in Administrative Law, Child Protection, Strategic Planning, Financial Management, Gender Responsive Economic Policy Management, and Social Policy for Development Planners

With over eight years of progressive experience at the National Population Council, Zoe has contributed significantly to national policy development, strategic planning, and stakeholder coordination, particularly in advancing Uganda’s family planning and demographic dividend agenda. She has led and supported key national initiatives, including the Family Planning Budget Advocacy Group and the National Demographic Dividend Steering Committee, and has been actively involved in capacity building for government and civil society actors. She has also contributed to regional and national publications and conferences, including the African Population Conference, and remains committed to strengthening population health outcomes through evidence-based advocacy, research, and program leadership.
